Políticas de Assistência Estudantil: um plano com impacto ou nem por isso? – estudo de caso

The Federal Government in Brazil created, through Decree 7.234 / 2010, the National Program of Student Assistance (PNAES in Brazilian Portuguese) with the goal of reducing academic unsuccess due to economic reasons. In order to implement PNAES in Federal Institute of Education, Science and Technology of Rondônia - Campus Vilhena (IFRO-CV) they formed a multidisciplinary team, composed by some federal employees (one of its members is compulsorily a Social Assistant whose work is to verify economic situation of vulnerable students, who have applied to assistance). So, we wanted to investigate efficiency and effectiveness of IFRO-CV’s PNAES in the perspective of its two main publics: students and federal workers. Thus, the main goal of this research was to study and verify the impact of PNAES (nourishing aid, lodgment, transport aid, or other kind) in student’s success and conclusion of studies, who had received aids during the last three years.
Considering methodology, we built a case study with quantitative and qualitative features. In order to carry out and to fundament the research, we did a bibliographical review of the main authors dealing with the topic. Documental analysis of statistics related to the subject (2016-2018) was used as instrument of data collection; as well as the application of surveys: in the form of interviews to management responsibles and enquiries to graduating students of the Integrated Technical Programs of Medium Education in 2018, who had received some kind of aid from PNAES, in IFRO-CV.
The results of research indicate that PNAES is being well publicized and that the aids provided were important to achieve success in programs. Still according to those inquired, the financial aid is not enough to meet all the students’ needs and there is not a monitory system of giving aids; also, the frequent delays in payments have a very negative impact. Besides, it is necessary to create evaluation mechanisms of PNAES more assertive and to provide a more consistent team to follow-up the beneficiaries, within IFRO-CV.
