POSSIBILITIES FOR CREATING A PERSONAL COUNCIL OF THE PERSON IN CONDITION OF DISABILITY

It is intended to analyze the concepts involving the exercise of citizenship, childhood and disability condition centering such reflection on basic principles of the Brazilian Federal Constitution, as well as making an interconnection between the exercise and the search for rights with the empowerment of human being. The reflections come from experiences in two different studies: clipping part of the postdoctoral work developed at the University of Barcelona under the reality of Ponta Porã (dry frontier area), related to the education of children and teenagers with disabilities, as well as as in the research (under development) of the master's degree at the University of La Empresa, Montevideo in International Relations and Integrations of Latin America that addresses the principle of happiness and the right to education of Paraguayan or Paraguayan children on the Brazil/Paraguayan border. It is understood the connection of the exercise of citizenship with the search for rights that can assist in the learning of child empowerment. In this sense it is believed in the structuring of Child Councils of the person in Disability Condition, through the school as a means to educate and promote the awareness of a human being, to be better prepared to live the proposition of a universal design of the world.
